Accessibility declaration

Information on the accessibility of this website in accordance with Section 12 of the Act on Equal Opportunities of Persons with Disabilities (BGG) and the contact options provided in this regard.

The Federal Ministry for Housing, Urban Development and Building (BMWSB) intends to make its website www.qng.info as accessible as possible and to remove all barriers to accessing it in accordance with the national legislation implementing Directive (EU) 2016/2102 of the European Parliament and of the Council.

However, an internal test has revealed that the website is not yet fully accessible and the BMWSB is therefore working hard to further improve its accessibility.

Once our current work to improve accessibility has been completed, the website will be subjected to a WCAG test. We will publish these test results here as soon as they are available.

Which parts of the website are not fully accessible?

Some of the website elements that are not fully accessible include:

  • Some of the website's graphic buttons and graphic elements that contain information do not always comply with the minimum contrast ratio and can therefore be difficult to see.
  • Sections and words in other languages are not always technically labelled as such, which can make them incomprehensible because of the way they are pronounced by text-to-speech software.
  • There are also a few grammatical errors, which shouldn’t, however, have a bearing on the website's accessibility.
  • Some of the operating elements do not feature the requisite roles, names, status information and associated control concepts, which limits their use.
  • Some image Alt texts do not always adequately describe the images. In some cases, the images are for decorative purposes only and are not necessary for understanding the content.
  • Some downloadable documents may not be accessible. We are currently working to replace these documents with accessible versions as quickly as possible.
  • On occasion, navigational elements may use conditional hyphens as delimiters, which some assistive technologies unfortunately only process poorly. However, due to the terminology used on this website, there is no practical alternative technical solution. Hence, if you have any problems, please contact the manufacturer of your assistive software.
  • In a few cases, the text-to-speech solution Readspeaker may have advantages over others, for e.g. users facing reading and writing-based accessibility challenges, if no other technologies are available. For all other users, Readspeaker will simply increase the user interface's complexity and hence add barriers.

Arbitration procedure

If we have been unable to satisfactorily resolve any issues that you have notified us of, you can contact an arbitration centre in accordance with Section 16 BGG. The task of the BGG’s arbitration office is to support out-of-court dispute resolution in the event of conflicts between disabled people and federal public bodies on the subject of accessibility. However, this is not about winning or losing, but about finding a solution to a problem together and out of court with the help of the arbitration office. The arbitration procedure is free of charge and does not require any legal assistance.

You can also submit an application for arbitration on the website in plain language and in German sign language.
